Sheriff Roybal Releases 2023 Strategic Plan Variance Report

Today, El Paso County Sheriff Joseph Roybal announced the release of the 2023 Variance Report, an annual update to his Strategic Plan. This year’s Variance Report supplements Sheriff Roybal’s law enforcement strategic plan, providing a report card on progress made thus far.

The Strategic Plan sets the pillars encapsulating our agency's core values, identifies strategic objectives, and establishes the strategies and initiatives necessary to fulfill its mission. In addition, it enables agency leaders to align resources, personnel, and technology to address community needs and enhance public safety.

A well-developed strategic plan in law enforcement is a product of collaboration and coordination among different units and agencies. It promotes data-driven decision-making and supports proactive crime prevention and community engagement efforts.

Moreover, it serves as a means of accountability and transparency, enabling agencies to track progress, evaluate performance, and communicate their objectives and achievements to the public we serve.

"I am excited to share this update to our strategic plan with the citizens of El Paso County," stated Sheriff Joe Roybal. “This year’s update results from input from members throughout the El Paso County Sheriff's Office and utilizes data tracking to demonstrate our annual progress. I want to thank everyone on my staff, sworn and professional, who contributed to our progress and goals and their dedication and willingness to create a pathway for our agency's future success.

“Although the principles behind my four strategic pillars may appear straightforward, their simplicity makes them effective. There is no need for unnecessary complexity, as three pillars reflect fundamental tenets of law enforcement.

“Consider these key objectives: 'Increase community trust, deliver quality service, reduce victimization, and combat bad legislation.' Three of these pillars are goals every agency should strive to achieve, and I have presented them clearly and directly, without embellishment. 

“The last pillar, combat bad legislation, is one I believe grows with importance daily.  Often, legislators are quick to support and pass legislation without considering the long-term impact and ramifications it can have on law enforcement and our community.  I am asking for reasonable, responsible, and well-designed legislation to solve real issues.

“We will continuously measure our progress, evaluate outcomes, and hold ourselves accountable to ensure we are meeting the goals and needs of the citizens of El Paso County. The strategic plan and subsequent Variance Reports reflect our pledge to provide outstanding service to our community now and in the future."
